Dustin Fowler, 31, has been arrested and charged with Abandon Endanger Child / Criminal Negligence after a baby tested positive for meth.

WICHITA FALLS, TX (TNN) - A second arrest has been made after a one-year-old tested positive for meth in September 2018. Dustin Fowler, 31, has been charged with Abandon Endanger Child/Criminal Negligence.

Fowler was arrested after the Iowa Park Police Department and the Department of Health and Human Services investigators found he and his co-defendant, Brandi Allen, 29, were using drugs in the presence of a one-year-old baby.

DHS started investigating the couple after multiple complaints were filed. While in the hospital on August 28, Allen tested positive for methamphetamines, amphetamines, benzos and opiods.

Both Allen and Fowler were tested for drugs and the results came back positive. A one-year-old tested positive for amphetamines, amphetamine, and methamphetamine, according to court documents.

Another child in the home tested negative for drugs. Both Allen and Fowler were arrested and charged with with Abandoning or Endangering a child/Criminal Negligence. Fowler remains in the Wichita Co. Jail on a $5,000 bond.
