Blame Placed In Calif. Pipeline Explosion

The blame is being placed on the head of a public utilities commission for a deadly pipeline explosion that happened earlier this year in California.

State lawmakers who met in the San Francisco suburb say the natural gas explosion could have been prevented if there hadn't been years of lax oversight.

One of the criticisms was that the pipeline operator called the pipe high risk in 2007.

The company then raised the money for an upgrade, but later dropped the planned improvements the following year.

Eight people were killed in the blast back in September.
