Postal Problems: Bailout or Not?

            WASHINGTON (AP) - The postmaster general goes to Congress today
to talk about a financial crisis facing the Postal Service.
      For the second straight year the Postal Service is losing at
least $8 billion, partly because of a decline in mail due to the
Internet. And postal officials say they can't cover employee health
care costs.
      The Postal Service has proposed ending Saturday mail delivery
and is considering cutting as many as 120,000 jobs.
