One of these new rules require property owners or tenants to poses a permit and pay an annual fee of $250 if the would be using that lake water. All water usage by property owners or tenants would now be subject to the same water restrictions and contingency plans as those who live in the City of Wichita Falls. New laws also prohibit digging of new wells, while permitting the use and maintain of wells already in place. There is also going to be new building limits and permit process for construction of reservoirs.

According to Wichita Falls attorney Miles Risley the city has been working on these new rules with the roughly 600 plus property owners or tenants who live on the lakes as well as lake coordinators.
