Stage 1 Response: Drought Watch

Target: Achieve a 5 percent reduction in total water use.

Water-Use Restrictions

a. Customers are required to follow to the Dean Dale SUD watering schedule:
b. ZONE A: Tuesday and Friday;
c. ZONE B: Monday and Thursday;

2. Water customers are requested to practice water conservation and to minimize or
discontinue water use for non-essential purposes;

3. It is a violation of this plan for any person, firm, corporation, or entity to irrigate
landscapes on any day of the week between 11:00 a.m. and 6:00 p.m.;

4. Request that wholesale customers follow Stage 1 Drought Watch responses.

Stage 2 Response: Drought Warning

Target: Achieve a 15 percent reduction in total water use.

Water-Use Restrictions (including required Stage 1)

1. Customers are required to follow to the Dean Dale SUD watering schedule:

a. ZONE A: Tuesday only;
b. ZONE B: Thursday only;

2. Customers are required to practice water conservation and to minimize or discontinue
water use for non-essential purposes;

3. It is a violation of this plan for any person, firm, corporation, or entity to:

a. Water landscapes except on the designated day of the watering schedule;
b. Water landscapes between 11:00 a.m. and 6:00 p.m.;
c. Wash any motor vehicle at any location other than a commercial car wash, car
dealership, or automotive detail shop;
d. Wash sidewalks, driveways, or concrete slabs unless an immediate health or
safety risk is present.

Additional District Actions

1. Mail a copy of the Dean Dale Special Utility District's water use restrictions to each water
account;

2. All leaks in the water system will be repaired immediately, without waiting for the most
cost effective time;

3. Obtain an exemption from TCEQ to suspend non-essential operational uses of water; (i.e.
flushing of water mains and fire hydrants)

4. Specify and impose Stage 2 Drought Warning restrictions on wholesale customers;

5. Notify TCEQ Water Supply Division.

Stage 3 Response: Drought Emergency

Target: Achieve a 20 percent or greater reduction in total water use.

Water-Use Restrictions (including required Stage 1 & 2)

1. Hand held watering only with shutoff nozzle on hose end;

2. Customers are required to follow to the Dean Dale SUD watering schedule:

a. ZONE A: Tuesday only;
b. ZONE B: Thursday only;

3. The following activities are no longer permitted:

a. Use of Sprinklers;
b. Use of Sprinkler systems;
c. Use of Drip or Soaker hoses;
d. Filling of swimming pools or decorative fountains.

Additional District Actions

1. Additional enforcement actions relating to repeat violations may include:

a. After written notice, the District may install a flow restricting device in the line
to limit the amount of water which will pass through the meter in a 24-hour
period. The District may charge the customer for the actual cost of installing and
removing the flow restricting device, not to exceed $50.00;
b. After written notice, the District may discontinue service at the meter for a
period of seven (7) days, or until the end of the calendar month, whichever is
LESS. The normal reconnect fee of the District will apply for restoration of
service;

2. No new meters will be issued without board approval;

3. Specify and impose Stage 3 mandatory water-use restrictions on wholesale customers;

4. Notify TCEQ Water Supply Division.

Stage 4 Response: Drought Disaster

Target: Achieve a 30 percent or greater reduction in total water use.

Water-Use Restrictions (including required Stage 1, 2, & 3)

1. All non-essential outdoor use is prohibited, including watering livestock and use of water
for livestock.

Additional District Actions

1. Continue aggressive public relations, education, and enforcement campaigns;

2. Notify TCEQ Water Supply Division;

3. Notify appropriate emergency response personnel;

4. No new meters will be issued.
