C. W. Woodward saved a baby and its mother from the Rio Grande earlier this year; he said a group was trying to cross when the mother and baby fell into the river.
The mom was only hanging on by a branch and water was rushing over the child.
Woodward was previously recognized by Gov. Greg Abbott for his actions as well.
