Texas City Officials Still Cleaning Up

The cleanup continues in Texas City after a massive power failure affected three refineries and two chemical plants.  Officials say the outage affected BP, Dow Chemical, Valero, and Marathon Oil.  Officials twice ordered residents to stay inside Tuesday.  Power companies pointed to dusty transmission equipment as the cause of the outages.  A spokesperson for the Texas-New Mexico Power Company says they identified a buildup of salt and refinery residue on transformers and insulators.  Humidity provided an electrical path through that residue causing a series of short circuits.
