Community advocate Crystal Washington arrested for allegedly submitting false government records

WICHITA FALLS, Texas (KAUZ) - A well-known community advocate was arrested by the Wichita County Sheriff’s Office (WCSO) for crimes related to submitting false community service records.
Crystal Washington, executive director of nonprofit CHARM North Texas, was arrested on Tuesday, July 21, on nine counts of tampering with a governmental record with the intent to defraud or harm another, according to court records.
The arrest warrant states an investigator was alerted to a possible crime when a probationer reported Washington was falsifying community service records. The report added, “Washington was charging $12 per hour with a 10-hour minimum for every hour assigned by the court.”
WCSO investigators said the actions violated the rules of those records, which are referred to as a “mutual agreement” in court documents. They said Washington signed those rules with an electronic signature.
A line from these rules read: “It is prohibited for agencies/organizations and their staff members providing CSR opportunities to solicit gifts, goods, money and/or personal favors from participants in exchange for credit for CSR hours worked.”
Court records said Washington signed off on community service hours done with CHARM from January 2020 to July 2025.
Records also show community service hours done at Meals on Wheels, which both the Wichita Falls and Burkburnett organizations said were not on their records. Neither organization allows probationers to complete service hours with them.
During an investigative interview, one probationer told WCSO he did all of his hours through CHARM and paid for all of them. Washington allegedly signed, notarized and submitted 115 hours of work the probationer never performed, dated from June 2024 to July 2025.
Washington was booked into the Wichita County Jail Tuesday and bonded out the same day.
