WICHITA FALLS, Texas (KAUZ) - The City of Wichita Falls has released documentation detailing the separation of Former City Manager Jeff Jenkins from the City of Wichita Falls.

Original Story: Wichita Falls accepts resignation of City Manager Jeff Jenkins

Summary of the investigation findings

The documentation details an investigation allegedly related to Jeff Jenkins’ resignation that was accepted at a special city council meeting on August 18, 2026.

The investigation centered arounds communications between Former Wichita Falls City Manager Jeff Jenkins and a woman only identified as “Jane Doe.”

The communication began through professional interactions, however, Jane Doe stated the communications gradually increased and eventually became excessive and obsessive over a period of time, including numerous Facebook messages.

The investigation clarified that the initial contact was occasional and work-related, and shared that Jenkins characterized the relationship as a friendship.

The official investigation summary stated that a significant concern raised during the investigation is that the Jane Doe felt pressured to maintain communication with Jenkins because of his position as City Manager and concern that she could lose her job or funding for an organization she was related to.

When this concern was presented to Jeff during an interview, he acknowledged that he could understand how the Jane Doe might have felt that way, but was adamant that he never stated that or intended she feel this way.

The official investigation report concluded that the primary concern is not whether Jenkins intended the relationship to be romantic, but that his conduct, given his position as City Manager, created an environment in which the Jane Doe felt unable to freely disengage from personal communication or interaction with him, and that the Jane Doe indicated Jeff’s behavior makes her feel unsafe and concerned that if he is terminated, he will “come after her” and try to hurt her.

“The investigation indicates that the relationship became increasingly personal, Jane Doe became uncomfortable, and according to her, she attempted to reduce or end the communication. However, Jeff and Jane Doe disagree about how clearly those boundaries were communicated and understood.”

Jeff Jenkins’ Statement on Investigation

Attached to the Investigation Report was Jeff Jenkins’ statement, which he requested to be included in the report.

In this statement, Jenkins shared the following regarding the investigation:

Jenkins shared in the statement that he had no direct authority over the Jane Doe’s employment, nor could he independently hire, fire, discipline, or otherwise take employment action against her.

The statement addressed Jenkins’ dissatisfaction with the investigation’s findings, saying that a reader could misinterpret the findings without the proper context.

Additionally, Jenkins addressed his departure from the City of Wichita Falls and the purpose of the response, stating that his resignation is not an admission of guilt or any violation of law or policy.

Sept. 15, 2026: This article’s language has been updated to reflect that Jane Doe stated the communications with the former city manager increased and eventually became excessive and obsessive over a period of time. The Investigation Summary itself did not make this claim.
